Heartland Municipal Transit Standardizes DER Coverage

Heartland Municipal Transit operates 180 buses across five depots under both union and city oversight. Its drug-and-alcohol policies hadn't been updated in four years, and DER responsibilities rotated by shift with little documentation.

Supervisors lacked consistent training and observation records, after-hours incidents led to delayed testing decisions, and the policies no longer reflected current Clearinghouse and return-to-duty rules.

Diversified refreshed Heartland's drug-and-alcohol policies, delivered DER and reasonable-suspicion training, and activated 24/7 emergency response with mobile access for depot leads.

We updated the policy handbooks with acknowledgement tracking, certified 62 supervisors through Diversified's online training, and set up mobile workflows so DERs could launch testing from the field.

Every shift could now initiate compliant testing within minutes, and the city's risk-management office receives monthly dashboards on testing activity and policy adherence.

Reasonable-suspicion testing was initiated within 30 minutes regardless of shift, policy acknowledgements were captured from 100 percent of safety-sensitive employees, and city council received quarterly compliance scorecards for the first time.
